To start a guest house or small hotel in Tanzania, you need a suitable building (new, converted or finished), rooms with private bathrooms, reliable water and power, a business licence, tourism or accommodation registration, tax registration, fire safety and trained staff. A 6 to 15 room guest house is a manageable size for a first business. Converting or finishing an existing building is the realistic way to be ready for AFCON 2027, which is planned for June and July 2027 in Dar es Salaam, Arusha and Zanzibar. The guest house should be planned to earn from business travellers, tourists, visiting families and conferences after the tournament too.
Guest house or hotel: what is the difference?
| Guest house | Small hotel | |
|---|---|---|
| Rooms | Usually 5 to 15 | 15 to 50 or more |
| Services | Room, breakfast, simple meals | Restaurant, bar, conference room, more staff |
| Investment | Lower | Higher |
| Management | Family or small team | Professional manager |
| Licensing | Accommodation licence, simpler standards | Hotel standards, possible star grading |
Most first-time owners start with a guest house and grow from there.
Step 1: Choose the location
Guest houses fill when they are close to what guests need:
- Business areas and government offices, for travellers on work trips.
- Bus terminals, airports and SGR stations.
- Hospitals and universities, for visiting families.
- Tourist routes, especially around Arusha and in Zanzibar.
- Stadiums and city centres, for AFCON fans.
A guest house near the AFCON stadiums but far from everything else may struggle after July 2027. Choose a place with year-round demand. See the best places to invest in property.
Step 2: Plan the building
Good guest rooms are simple:
- Room size: about 14 to 20 m² for a double room with a private bathroom.
- Private bathroom with a shower, toilet and basin in every room.
- A comfortable bed, mosquito net, wardrobe or hanging space, desk and chair.
- Fan or air conditioner, depending on the area and price level.
- Good windows for light and air, with screens and curtains.
- Soundproofing between rooms where you can.
Shared areas: a reception, a breakfast area, a small kitchen, a laundry, a store, staff toilets, parking and a secure gate.

Step 3: Build, convert or finish?
| Route | Time | Cost | Best when |
|---|---|---|---|
| Convert a large house | 2 to 4 months | Lowest | You own a big house in a good location |
| Finish a shell | 3 to 6 months | Medium | The structure is sound and well located |
| Build new | 12 to 24 months | Highest | You have time and land, and target long-term demand |
For AFCON 2027, conversion or finishing are the realistic options. See what you can finish before AFCON.
What does it cost?
Example only: converting and furnishing a 5-bedroom house into an 8-room guest house, adding an annex, in a regional city:
| Item | Example cost (TSh) |
|---|---|
| New en-suite bathrooms (8) | 40 to 80 million |
| Annex of 3 rooms | 60 to 100 million |
| Water storage, pump, hot water, solar backup | 15 to 35 million |
| Electrical upgrade and fire safety | 8 to 18 million |
| Painting, floors, ceilings, repairs | 20 to 40 million |
| Furniture, beds, linen, kitchen, reception | 30 to 55 million |
| Licences, design, contingency | 10 to 20 million |
| Total | About 183 to 348 million |
A new 10-room guest house built from scratch usually costs much more: the building alone at about TSh 1.1 to 1.4 million per m² for around 450 m² is roughly TSh 500 to 630 million, before land and furniture. See commercial building costs.
Step 4: Get the licences
Common requirements include:
- Business registration with BRELA and a TIN from TRA.
- A business licence from the council.
- Registration or licensing as an accommodation business under tourism law on the mainland, or with the Zanzibar tourism authorities.
- Fire safety inspection and certificate.
- Health and hygiene inspection if you serve food.
- Payment of income tax, and accommodation or tourism levies where they apply.
Start these early. Licences can take weeks, and you do not want to open without them.

Step 5: Staff and systems
An 8 to 10 room guest house usually needs:
- A manager or receptionist (or two, for day and evening).
- Two or three housekeepers and cleaners.
- A cook for breakfast.
- A night guard.
Systems that save trouble:
- A booking calendar shared by all staff.
- Payments to a business account or mobile money business number, not personal phones.
- A daily record of rooms sold, income and expenses.
- Cleaning checklists for every room.
What can it earn?
| Example: 10-room guest house in a regional city | |
|---|---|
| Average room rate | TSh 60,000 per night |
| Occupancy across the year | 55 percent |
| Room nights sold | About 2,000 |
| Room income per year | About TSh 120 million |
| Running costs (staff, utilities, food, laundry, repairs, licences, taxes, booking fees) | 45 to 60 percent |
| Net income before financing | About TSh 48 to 66 million |
During AFCON, rates and occupancy may be higher for a few weeks. The rest of the year decides whether the business works.
Getting guests after AFCON
- List on Booking.com, Airbnb and Google Maps.
- Build links with companies, NGOs, hospitals and universities that send visitors.
- Offer weekly and monthly rates.
- Ask every guest for a review.
- Add a small meeting room for workshops.
Pricing: during AFCON and the rest of the year
Set two price plans:
- AFCON weeks: a fair event rate, a minimum stay of two or three nights, and full payment in advance through a platform or bank.
- Normal weeks: competitive rates against nearby guest houses, with discounts for weekly stays and corporate guests.
Avoid very high AFCON prices. Your reviews from that month will shape bookings for the next year.
Breakfast and food
Most guest houses in Tanzania include breakfast: tea or coffee, bread, eggs, fruit and sometimes chapati or mandazi. It costs little and guests expect it. A small kitchen with a fridge, cooker and good storage is enough. If you serve lunch and dinner, you will need more staff, a health inspection and a careful eye on food waste. Many owners start with breakfast only and partner with a nearby restaurant for other meals.
Marketing before AFCON
- Create listings on Booking.com, Airbnb and Google Maps by March 2027 at the latest.
- Use real photos of finished rooms, bathrooms and the outside.
- Mention clearly: distance to the stadium and city centre, parking, power backup, Wi-Fi, breakfast.
- Contact football supporters' groups, travel agents and tour operators who package matches with safaris or beach stays.
- Make it easy to book: reply fast on WhatsApp and email.
Mistakes new guest house owners make
- Shared bathrooms in a market that expects private ones.
- No water storage, so taps run dry when every room is full.
- Weak security, especially for parked cars.
- No written cleaning routine, so standards drop as soon as the owner is away.
- Cash handled by staff with no daily records.
- Opening before licences are complete.
Safety and security for guests
Guests choose places where they feel safe, and reviews quickly reveal any problems. Plan:
- A boundary wall or fence, a lockable gate and a night guard.
- Lighting in the compound, parking and corridors.
- Strong locks on room doors, and a safe at reception for valuables.
- Fire extinguishers on every floor, a clear escape route and emergency lighting.
- A first aid kit and a list of nearby hospitals.
- A guest register, as the law requires.
These are also among the things inspectors check when licensing accommodation. Our guide on lightning protection and earthing covers electrical safety, which matters in a building full of guests charging phones and running fans all night.
Frequently asked questions
How much does it cost to start a guest house in Tanzania?
Converting a large house into an 8-room guest house might cost roughly TSh 180 to 350 million including furniture. Building new costs much more.
What licences does a guest house need in Tanzania?
Business registration, a TIN, a business licence, accommodation or tourism registration, fire safety approval and, if serving food, health inspection.
Is a guest house profitable?
It can be with a good location, steady occupancy above about 50 percent and careful cost control.
Can I open a guest house in time for AFCON 2027?
Yes, by converting or finishing an existing building, if you start now and get licences early.
How many rooms should a first guest house have?
Six to fifteen rooms is a good starting size. It earns enough to pay staff, but is small enough to manage closely.
Do guest houses need a star rating?
Star grading is mainly for hotels and some larger accommodation. Small guest houses usually need registration and a licence rather than a star rating. Check with the tourism authorities for your type and size.
Should I hire a manager or run the guest house myself?
If you live far away or have another job, hire a manager with a clear salary, a booking bonus and monthly reports. Owners who live nearby often manage it themselves at first, then hire help as bookings grow.
How much should a guest house charge per night in Tanzania?
It depends on the city, area and room quality. Check what nearby guest houses charge for similar rooms, then price slightly below them until you have good reviews.
