Can You Build Before AFCON 2027? What You Can Realistically Finish in Seven Months

Seven months is enough to renovate, finish a shell or add rooms, but not to build a new hotel from scratch. Realistic timelines so you invest in what can be ready.

With about seven months until AFCON 2027 starts in June, you can realistically renovate an existing house or flat (1 to 3 months), finish a building whose structure and roof are already up (3 to 6 months), convert a large house into guest rooms (2 to 4 months), or add a small self-contained unit on an existing plot (3 to 5 months). A new apartment block or hotel from bare land usually needs 12 to 24 months including design and permits, so it will not be ready for AFCON. The key is to start now, choose work that can finish before the long rains slow sites down, and pick a project that will still earn after the tournament.

These timelines come from our experience building and renovating across Tanzania. Every project differs, so ask your contractor for a written programme.

How much time is left?

AFCON 2027 is planned to start around 19 June 2027. Counting back:

  • You want the unit ready, furnished and listed by April or May 2027, so fans can book.
  • That leaves roughly five to six months of actual building time from now.
  • The long rains, usually from about March to May, slow outside work such as roofing, external plaster and drainage.

So the real deadline for outside work is about February 2027. Inside work can continue during the rains if the roof is on.

Option 1: Renovate what you already have

The quickest win. A tired flat or house can be turned into a clean, modern short-let:

  • Repaint inside and out.
  • Replace old taps, toilets and shower mixers.
  • Retile bathrooms and kitchens if needed.
  • Fix leaks and damp. See rising damp.
  • Check and update wiring and sockets.
  • Add water storage, a pump and power backup.
  • Improve security: doors, locks, window bars, lighting.

Our house renovation cost guide gives typical prices by room.

Option 2: Finish a half-built building

Many families have a shell, with columns, slabs and walls up but no finishes. Finishing it is much faster than starting new, but first:

  1. Get an engineer to inspect the structure. Buildings left for years can have rusted steel, cracks or weak concrete. See signs a building needs a structural inspection.
  2. Check the drawings and permit still match what you want.
  3. Get a priced Bill of Quantities for the finishing work. See BOQ explained.
  4. Finish in the right order: roof, windows and doors, plumbing and electrical first fix, plaster, ceilings, floors, fittings, paint.

A typical finishing job on a two-storey shell with four flats might take four to six months with a well-organised contractor and materials ready.

Option 3: Convert a large house into guest rooms

A four- or five-bedroom house can become a small guest house. The main work is usually:

  • Adding an en-suite bathroom to each bedroom.
  • Upgrading water storage and hot water.
  • Separating guest areas from the owner's area.
  • Fire safety: extinguishers, a clear exit, emergency lighting.
  • A small reception or welcome area.

See how to start a guest house or small hotel for licensing and running costs.

Option 4: Add a small self-contained unit

On a plot with space, a boys' quarters or studio unit can be built in three to five months. It earns during AFCON and as a monthly rental afterwards. See boys quarter ya kupangisha.

How to finish on time

  • Start now. Every week of delay now is a week you may not have in May.
  • Get permits early if the work needs one, such as new floors or big changes.
  • Order materials early, especially tiles, sanitary ware, aluminium windows and furniture, which can take weeks.
  • Pay in stages against finished work, not in advance.
  • Ask for a written programme with key dates. See building a realistic programme.
  • Use one contractor responsible for the whole job, rather than many fundis you must coordinate.
  • Plan around the rains. Outside work first, inside work during the rains.

Many builders and fundis will be busy in the months before AFCON. Book good teams early.

What not to do

  • Do not rush structural work. Concrete needs time to cure. See curing concrete.
  • Do not skip the engineer on a shell that has stood for years.
  • Do not cut corners on water, power and safety to save time.
  • Do not take on a big new building you cannot finish. A half-finished building earns nothing during AFCON.

A simple timeline for a finishing project

MonthWork
November 2026Engineer check, drawings, BOQ, contractor appointed
December 2026Roof repairs or completion, windows and doors ordered
January 2027Plumbing and electrical first fix, plastering
February 2027Ceilings, external works before the rains
March 2027Floors, wall tiles, kitchens
April 2027Fittings, painting, snagging, furnishing
May 2027Photos, listing, final checks

What does finishing a shell cost?

Example only: a two-storey shell with four 2-bedroom flats of about 75 m² each, structure and roof slab done, in Dar es Salaam:

ItemExample cost (TSh)
Windows and doors (aluminium windows, steel and timber doors)25 to 45 million
Plumbing and sanitary fittings20 to 40 million
Electrical installation and fittings15 to 30 million
Plastering inside and out20 to 35 million
Ceilings10 to 20 million
Floor and wall tiles20 to 40 million
Kitchens12 to 30 million
Painting8 to 15 million
Water tanks, pump, external works, contingency15 to 35 million
TotalAbout 145 to 290 million

That is roughly TSh 480,000 to 970,000 per m² of finished floor, much less than building from scratch, because the structure is already paid for. A priced BOQ for your own building gives the real number.

Choosing a contractor quickly but safely

Time pressure makes people skip checks. Even with a short deadline:

  • Check the contractor's registration and two recent jobs you can visit. See how to choose a construction company.
  • Get a written price based on a BOQ, with a programme and an end date.
  • Agree what happens if they finish late.
  • Pay in stages: never more than the work completed plus a small mobilisation advance.
  • Keep the design simple. Every change costs time you do not have.

Our construction contract checklist lists the clauses to include.

Quick upgrades that guests notice most

If your budget or time is short, focus on the things guests notice first:

  1. A clean, modern bathroom with good water pressure and hot water.
  2. Fresh paint in light colours.
  3. Good lighting: LED bulbs, bedside lamps and outside security lights.
  4. A comfortable bed with a new mattress and good sheets.
  5. Working windows with screens and curtains that block light.
  6. A tidy entrance and compound, with plants and clear signs.

These six upgrades can transform a tired unit in a few weeks, for far less than a full renovation.

Frequently asked questions

Can I build an apartment block before AFCON 2027?

Not from bare land. Design, permits and construction usually take more than a year. Finishing an existing shell or renovating is realistic.

How long does it take to finish a half-built house in Tanzania?

Often three to six months for finishes, if the structure is sound, materials are ready and the contractor is organised.

When should I start renovation for AFCON 2027?

Now. Aim to finish outside work by February 2027, before the long rains, and be furnished and listed by April or May.

Will builders be busy before AFCON?

Yes. Good contractors and skilled fundis are likely to be in demand. Book early and agree dates in writing.

Is it cheaper to finish a shell or build new?

Finishing is usually much cheaper and faster, because the foundations, frame and slabs are already paid for. Get an engineer to confirm the structure first.

Do I need a permit to renovate a house for short-lets?

Painting and simple repairs usually do not need one. Structural changes, new floors, extensions or a change of use can. Ask your council or architect before you start.

What if my building is not finished in time for AFCON?

Keep going and finish it properly. A well-built flat or guest house earns for decades, so missing the tournament is a smaller loss than rushing the work and living with defects.
