Investing in Property in Zanzibar: Rules for Foreigners, Areas, Costs and What to Build

Zanzibar draws investors with tourism and the ocean, but it has its own land rules. What foreigners can buy, where, and how to build so it lasts.

Foreigners cannot own ordinary land in Zanzibar, but they can invest in property in three main ways: buying a residential unit in a project approved by the Zanzibar investment authority (ZIPA), leasing land for an approved investment such as a hotel, or partnering with Zanzibari citizens through a properly registered company or lease. Buyers in approved projects may qualify for a residence permit linked to the purchase. The most popular areas are Fumba near Stone Town, Paje, Jambiani and Michamvi on the east coast, and Nungwi and Kendwa in the north. Tourism drives demand, so most investments are villas, apartments and small hotels for visitors.

Zanzibar has its own government, laws and approval bodies, separate from mainland Tanzania. Rules change, so treat this as a starting point and confirm with a Zanzibar advocate and ZIPA.

Why do investors look at Zanzibar?

  • Tourism. Visitor numbers have grown strongly in recent years, with new hotels and direct flights.
  • Lifestyle. Many buyers want a holiday home that earns when they are not there.
  • Approved developments that offer titles and, in some cases, residency to foreign buyers.

The flip side is that Zanzibar's economy depends heavily on tourism. Demand can drop when travel slows, so do not stretch your finances on optimistic occupancy.

What can foreigners legally buy in Zanzibar?

RouteHow it worksSuits
Unit in a ZIPA-approved projectBuy an apartment or villa in a designated development; title and sometimes residence permit through the schemeIndividual buyers, holiday homes
Lease for an approved investmentLease land for a hotel or tourism project with investment approvalHotel and lodge investors
Partnership with ZanzibarisCompany or lease structure with local partnersInvestors with trusted local partners
Long lease from a local holderPrivate lease, subject to Zanzibar land lawSmaller projects, with care

Land in Zanzibar is vested in the President of Zanzibar, and transfers involving foreigners need approvals. Informal deals where a local "holds" land for a foreigner are risky and often void. Our guide on whether foreigners can own land in Tanzania explains the mainland rules for comparison.

Which areas of Zanzibar are best?

Stone TownHistoric UNESCO World Heritage town, strict building rulesBoutique hotels in restored buildings
FumbaPlanned new town near Stone Town and the airportApartments and townhouses for buyers and renters
Paje, JambianiEast coast beaches, kitesurfing, younger travellersGuest houses, villas, small hotels

Stone Town has heritage rules managed by the conservation authority. Restoring an old building there is a specialist job, slower and costlier than new building.

What does it cost to build in Zanzibar?

Building in Zanzibar usually costs more than on the mainland, often 10 to 25 percent more for the same specification, because most materials such as cement, steel, tiles and fittings come by ship from Dar es Salaam or abroad. Remote east coast sites add transport costs again.

Example only: a 3-bedroom villa of 180 m² with a small pool, built to a good standard, might cost roughly TSh 300 to 450 million (about USD 115,000 to 175,000) for the building and pool, excluding land, furniture and fees. Price your own design with a Bill of Quantities.

Building to survive the coast

Salt air and sea spray destroy poorly specified buildings fast. On the coast:

  • Use higher-grade concrete and enough cover to steel. See concrete grades.
  • Choose aluminium or uPVC windows and stainless or coated fixings, not plain steel.
  • Use coated roofing sheets rated for coastal use, or makuti thatch maintained properly.
  • Keep buildings back from the shoreline and respect beach setbacks.
  • Plan water: many coastal sites rely on boreholes with salty water, so allow for treatment and storage.

Our guide on building near the coast covers the details.

What can a Zanzibar property earn?

Short-let income depends on location, quality, reviews and season.

Example: 2-bedroom villa, east coast
Nightly rate (high season)USD 120 to 200
Nightly rate (low season)USD 70 to 120
Average occupancy across the year45 to 65 percent
Gross yearly income at USD 120 average, 55% occupancyAbout USD 24,000
Running costs (staff, cleaning, utilities, platform fees, maintenance, licences)35 to 50 percent of income

These are illustrative. Long rains from about April to May bring the quietest months. Our guide to short-let apartments in Dar es Salaam and Zanzibar explains how to run one.

Licences and taxes for tourism property

Renting rooms or villas to tourists in Zanzibar needs registration and licensing with the Zanzibar tourism authorities, plus business registration, tax registration and payment of applicable levies. Unlicensed short-lets risk fines and closure. Budget for licence fees and an accountant.

Step by step: buying in an approved development

  1. Confirm the developer's ZIPA approval and the project's land title.
  2. Get your own Zanzibar advocate to review the sale agreement.
  3. Check what title you will receive and whether a residence permit applies.
  4. Pay in stages linked to construction progress, through escrow if offered.
  5. Inspect at key stages, or hire someone independent to do so.
  6. Agree management of the unit before handover.

Step by step: building your own project

  1. Secure the land legally, with approvals.
  2. Hire an architect who knows Zanzibar's planning and heritage rules.
  3. Get permits from the relevant Zanzibar authorities.
  4. Get a BOQ and a price from a contractor with coastal experience.
  5. Supervise independently. See when a relative supervises your build.
  6. Arrange licences before opening.

Risks to weigh honestly

  • Dependence on tourism and air travel.
  • Land disputes on unregistered plots.
  • Higher build and maintenance costs on the coast.
  • Water supply and quality.
  • Management from abroad. Absent owners often get poor results without a good manager.

Example budget: a six-room boutique guest house

Many investors start with a small guest house rather than a large hotel. Illustration only, east coast location:

ItemExample cost (TSh)
Building of about 350 m² (6 en-suite rooms, lounge, kitchen, staff rooms)550 to 800 million
Small pool and terraces60 to 120 million
Water (borehole, treatment, storage) and solar backup60 to 100 million
Furniture, linen, kitchen equipment80 to 140 million
Design, permits, licences, legal40 to 80 million
Total, excluding landAbout 790 million to 1.24 billion

At an average of USD 90 per room per night and 55 percent occupancy, six rooms bring in about USD 108,000 a year before costs. Running a guest house typically takes 45 to 60 percent of income in staff, food, utilities, commissions, maintenance and licences, so net income might be USD 45,000 to 60,000. Your own figures will depend heavily on reviews, marketing and management.

Fumba and the planned towns

Planned developments near Stone Town, such as Fumba, have become popular with foreign and diaspora buyers because they offer clear titles, services such as water, roads and power from the start, and in some cases residence permits for buyers. Prices per square metre are higher than raw land, but you avoid many of the risks of building alone. Check the developer's track record, visit finished phases, and read the management and service charge terms carefully.

Managing a Zanzibar property from abroad

  • Use a professional manager with a written contract, monthly statements and access to booking platforms.
  • Keep all income in a business account, paid through the platform or bank, not cash.
  • Budget for maintenance every year. Salt, sun and humidity are hard on paint, metal, wood and electronics.
  • Train and keep good staff. Repeat guests often mention staff by name in reviews.
  • Visit in the low season to plan repairs while the property is quiet.
