Construction Tender Documents in Tanzania: A Checklist of What to Submit

Many bids fail on paperwork, not on price. A checklist of the company, technical and financial documents most construction tenders ask for.

A typical construction tender in Tanzania asks for three groups of documents: company and legal documents (registration, CRB certificate, tax clearance, licences), technical documents (key staff CVs, equipment, similar completed works, methodology and programme), and financial documents (the priced Bill of Quantities, bid form, bid security or securing declaration, and financial statements). Every tender sets its own list in the Instructions to Bidders and the data sheet, so treat this as a starting checklist and always follow the document you are bidding on. Many bids are rejected at the first stage because one paper is missing, expired or unsigned.

This guide is for contractors preparing bids, especially through NeST. For tips on finding and winning tenders, see our main guide on how to win construction tenders in Tanzania.

DocumentNotes
Certificate of incorporation or business registration (BRELA)Must match the bidder's name exactly

TIN certificate
Tax clearance certificateUsually must be valid on the closing date
VAT registration certificateIf registered
Business licence
Power of attorneyAuthorising the person who signs the bid
Joint venture agreementIf bidding as a JV, signed by all partners
Other registrationsOSHA, Workers Compensation Fund and others, if requested

Check expiry dates for every certificate against the tender closing date, not today's date.

Bid form and security

  • Form of bid (letter of bid): filled in, signed and stamped, with the total price matching the BOQ.
  • Bid security or bid securing declaration: many public tenders accept a bid securing declaration instead of a bank guarantee; some ask for a guarantee of a set amount and validity. Use the exact format in the tender.
  • Bid validity: your offer must stay valid for the period stated.

Technical documents

Key staff

Tenders often name required positions, such as a site engineer, quantity surveyor or foreman, with minimum years of experience. Provide:

  • CVs in the tender's format, signed by the person.
  • Copies of degrees or diplomas.
  • Professional registration (ERB for engineers, AQRB for QSs and architects).
  • A signed statement of availability where required.

Equipment

List the equipment the tender asks for (concrete mixers, vibrators, tipper trucks, compactors, excavators for civil works) with evidence of ownership or a lease agreement. Our article on equipment hire businesses shows what is commonly rented.

Experience

  • A list of similar works completed, with client, value, dates and contact person.
  • Completion certificates or letters from clients.
  • Current commitments (work in hand), which evaluators use to judge capacity.

Method statement and programme

Explain how you will carry out the work: site organisation, sequence, quality control, safety, and a programme that fits the contract period. A clear, specific method statement shows you have read the drawings. A generic one copied from an old bid shows the opposite. See our guide to construction timelines.

Financial documents

  • Priced Bill of Quantities: every item priced, totals correct, carried forward properly. Arithmetic errors can be corrected by the evaluators, and your price changes with them. See Bill of Quantities explained.
  • Audited financial statements for the years requested, often the last three.
  • Evidence of access to credit: a bank letter or credit line, if requested.
  • Average annual turnover, calculated as the tender asks.

Our guide on how to price a construction job explains how to build rates that cover your costs.

Other documents often requested

  • Site visit certificate, if the site visit is compulsory.
  • Litigation history.
  • Declarations on ethics, anti-bribery and conflict of interest.
  • Health, safety and environment plan. See construction site safety.
  • Addenda acknowledged, if the procuring entity issued changes.

Common reasons bids are rejected

  1. Missing or expired certificates.
  2. Bid security in the wrong form, amount or validity.
  3. Unsigned forms or no power of attorney.
  4. CRB class too low for the contract value.
  5. Key staff who do not meet the stated experience.
  6. Arithmetic errors that change the ranking.
  7. Late submission.

A simple bid checklist routine

  • Read the whole tender document once before doing anything.
  • Make a checklist from the data sheet, item by item.
  • Assign each item to a person with a deadline.
  • Prepare documents that rarely change (company papers, CVs, equipment lists) in a ready file.
  • Do a final check the day before closing, with someone who did not prepare the bid.
  • Submit at least a day early.

Organising your NeST submission

Electronic bids fail for practical reasons as often as legal ones. A few habits help:

  • Keep a master folder of current company documents, scanned clearly, named in plain words ("CRB certificate 2026", not "scan0045").
  • Check file size limits and compress large scans without making them unreadable.
  • Upload section by section and confirm each part shows as attached.
  • Do not wait for the last hour. Internet and system slowdowns near deadlines are common.
  • Keep the submission receipt and a copy of everything uploaded.

After submission, watch for clarification requests from the procuring entity and reply within the time given.

Frequently asked questions

What is a bid securing declaration?

A signed statement that the bidder will not withdraw the bid during its validity. If they do, they can be suspended from public tenders for a period. Many tenders accept it instead of a bank guarantee.

Do I need audited accounts to bid?

Most public tenders ask for audited financial statements. Small tenders may accept less. Check the data sheet.

Can two companies bid together?

Yes, as a joint venture, if the tender allows it. Provide a signed JV agreement and documents for each partner.

Where are public tenders published?

Public tenders in Tanzania are published and submitted through NeST, the national e-procurement system. See our guide on Tanzania's public procurement process.

How long is a tender usually open?

It varies with the method and value of the contract, from a short period for small quotations to several weeks for open tenders. Start preparing the day you see the notice.
